Neil, having completed his training at a Dublin city Law firm qualified, in 1989 when he took up a position as an associate solicitor with a provincial law firm in Tullamore, Co. Offaly where he remained for three years.

Over the course of the following two years he completed a Stage in the European Commission in Brussels and acted as consultant to a medium sized law firm in Brussels, Belgium. During this period he had the privilege to appear before the European Court based in Luxembourg in relation to a European Commission Enforcement case.
